PURPOSE
The purpose of this project is to provide an independent review and analysis of the Anishinabek Nation Education Agreement (“ANEA”) communication strategy and related communication activities and recommendations toward the development of an Anishinabek Nation Governance Agreement communication strategy.
CORPORATE OVERVIEW
The Anishinabek Nation established the Union of Ontario Indians as its secretariat in 1949. The UOI is a political advocate for 40 member communities across Ontario, representing approximately 65,000 First Nation citizens. The Union of Ontario Indians is one of Canada’s leading First Nation organizations and employs 75 staff members.
The Union of Ontario Indians was mandated by the Anishinabek Grand Council Chiefs-in-Assembly in 1995 to establish and carry out self-government negotiations with the Government of Canada in several areas including education and governance. The ANEA was ratified in December 2016.
SCOPE OF WORK
Working in conjunction with the staff of the Union of Ontario Indians, the Governance negotiators, the consultant will:
- Review and analyze the Comprehensive Communication Strategy, Communications Action Plan, Phase I, II, III work plan, social media plan, key messages and reports, all of which will be supplied to interested consultants on the condition that all of the information is the property of the Anishinabek Nation and which must be returned if consultant is not selected;
- To attend and present an interim written summary report based on 1 above at a meeting with Governance negotiators on June 16, 2017;
- Based on the review and analysis of the Comprehensive Communication Strategy, Communications Action Plan, Phase I, II, and III work plan, social media plan, key messages and reports, provide a final draft report, including recommendations toward the development of an Anishinabek Nation Governance Agreement communication strategy, on or before July 14, 2017; and
- To attend and present a final draft report at a meeting with Governance negotiators to be determined.
FINANCIAL CONSIDERATIONS
Proposal should include the proposed cost to complete the project, including any travel related costs and any disbursements, and key personnel involved in the project.
Any additional costs may be negotiated prior to finalizing the contract.
PROPOSAL REQUIREMENTS
Each interested consultant must submit an electronic copy in PDF format of their proposal, including their proposed methodology for completing the project, any relevant experience, and identify three (3) references.
SUBMISSION PROCEDURE AND DEADLINE
Only complete proposals received by April 21, 2017, by 4:00 p.m. will be considered.
